From clearance to released, in three steps.

Open a new clearance

From the Final Pay page click + New Clearance. Pick the separating employee, separation reason, and last day. Tick the departments needing sign-off (pre-checked from your template).

Departments sign off, HR computes

Owners get notified, set their item to Cleared or Flagged, add remarks. When every item is resolved, HR clicks Compute. The full breakdown is saved to the workflow.

Approve, release, archive

Finance approver reviews the figures and clicks Approve. On payment day HR clicks Release. BIR 2316 issues automatically and the workflow archives to the Completed tab with full trail.

  • When is final pay due in the Philippines?
    Per DOLE Labor Advisory 06-20, final pay must be released within 30 days from separation date unless a more favourable company policy or CBA applies. WORKSPHR's clearance lifecycle is calibrated to that window — Compute, Approve, and Release statuses each carry timestamps so HR can prove compliance.
  • What components are included in the final pay computation?
    Pro-rated basic pay through last working day, accrued unused VL/SL (where convertible), pro-rated 13th month pay, retro adjustments. Less: tax withheld, SSS/PhilHealth/Pag-IBIG, salary loans, cash advances, and unreturned company assets. Every line is auditable in the FinalPayComputation record.
  • Does WORKSPHR issue the BIR 2316 automatically?
    Yes. Once final pay is computed and approved, WORKSPHR generates the employee's BIR Form 2316(Certificate of Compensation Payment / Tax Withheld) for the partial year. PDF is attached to the clearance record and emailed to the employee — required for their next employer's tax substitution.
  • Can our actual departments sign off on clearance, not just HR?
    Yes. The Configurable Clearance Department Templatelets the org admin define exactly which departments need sign-off (HR, Finance, IT, Admin/Facilities, Immediate Supervisor by default — but fully customizable per tenant). Each department's responsible officer logs in and clears their own item.
  • What are the 6 clearance states?
    Initiated → Clearance In Progress → Cleared → Computed → Approved → Released. Plus a Cancelled state for abandoned separations. Each transition records the actor, timestamp, and remarks. Finance approves before HR can release funds.
  • Is there an audit trail per clearance?
    Yes. Every state change, every department sign-off, every computation re-run, every comment is stored against the ClearanceWorkflow record. Defensible against DOLE complaints, BIR audits, or wrongful-dismissal cases. CSV export available. See also: DOLE Compliance.
